I was just reading an article on bans on interracial marriage and it seems, on first glance, to follow a pretty common pattern. There’s a superset, C, that contains A and B. You want to target A, but when you do, people protest and say it only makes sense if it’s in the name of C, which would mean you would have to condemn B as well. You don’t particularly care about B either way, so you make a law encompassing C, making some excuse as to why you didn’t want to do that in the first place. When you see this pattern, it might raise red flags as to some prejudicial intent regarding A.
